If memory serves correctly, anymore that is a large assumption, rarely are there any changes.
Yes - this year might be different given the limited sample size and limited head to head, but in past years even having a couple of changes was rare.
I believe the process is that a protesting coach has to make a case and then the coaches vote again. Which means the same guys who did the original seeding have to be convinced they were wrong. And I’m not saying wrestling coaches can be stubborn .... but ...

It is nice that this year it will be an independent review vs. the ref being forced to say they were wrong on a call. I know that is the case for nationals, not sure about B10's.

The coaches vote, that's it. The criteria is their opinions.
Thank you. I was aware there is no set criteria but unsure of the submission process or even who determined the pre-seeds. So basically each coach submits his 1-14 and the pre-seeds are generated by the average seed for each wrestler? Then at the coaches meeting, each coach can argue for his guys, or 3 of them anyway
