PA has had 48, 63, 51, 61, 46, and 47 NCAA Qualifiers, from 2015 backwards through 2010.

Guess I was a touch high as it's an average of 54 per year over past 5 years. According to This Website, Pennsylvania-Products acconted for 67 NCAA All-American recognitions over past 5 years or an average of 13.4 per year.

So where do they place a guy like Ruth who lived in PA but wrestled his senior year in NJ?

Pennsylvania, because his family lived in Harrisburg - he's not from NJ just because his family decided to send him to a private school for the last couple years of high school (probably on scholarship) at a school that is literally a couple miles across the PA-NJ border.
