There are a few limited exemptions in Sec. 3.4. Systematic Declassification Review, but not a blanket exemption for the president, as you cite above. Proper context and relevance there, engineer-boi!!!

Then he gave some back. He said he gave them all back, but the FBI raided Mara Lago and found thousands more. He said the FBI planted documents, then he wanted them back. He told Hannity that he can declassify documents in his mind. When the Special Master, who Trump chose, asked for proof of declassification, none was given. Then Trump floated the idea that the FBI was searching for the infamous missing Hillary Clinton emails. The FBI didn’t take any computers or electronic devices. Did Trump find the emails, print them and take them to Mara Lago in document boxes?
