Football Question re "Grading" players

I just read a brief article on 247 about 10 players who might have "breakout" years this season. In the article, the author mentions grades for the players at different positions. For example, Menet was a listed as a +1.5 for run blocking, +1.6 overall. Others of note include the following:

Ellison Jordan +2.8 vs run, +3.4 overall
Cam Brown +4.9 vs run, +2.0 pass rush, -1.7 overall (because fo penalties)
JJ a -0.5 blocking, +1.4 penalty, +3.8 receiving
Gonzalez +5.3 pass blocking, +4.7 run blocking

My questions are (1) are these grades as listed by the position coaches or by a 247 analyst?
(2) what is the scale range?
(3) is such a grade an accurate or valuable measure of a player's performance?

as I am sure you know, the coaches do grade the players. And they do it for a reason, to measure the players performance (for the most part, maybe somewhat to motivate them as well). Now who made these grades? Unless it says in the article, I doubt the coaches would give out their grades for public consumption, must imo. 247 could certainly grade the players and use some sort of scale they made up or a scale like profootballfocus uses. I am pretty sure you can search that and see how they do it.

Didn't Ellison Jordan break his kneecap last year? Is he set to return soon? I would have thought that's a longer recovery to be considered to have a breakout year.
 
Urban Meyer actually runs through the grades for his players on the previous game during his press conference on Monday/Tuesday. I think this is great, and whether it's vocalized or published on line, I would love to see how the staff grades each player foe each game.
