UCLA is really God awful (Currently losing 38-10 to Utah). That’s a program that has just disappeared from the top level of college football for way too long given it’s history, location, etc.

Not sure they were ever really at the top level, but now they’re at Rutgers level

I grew up back when Dick Vermeil was at UCLA and thought they were always one of the top teams in college football even if they weren't really as good as I thought. Of course I was young and only knew what was going on during that time of my childhood. Since then UCLA has had some blips of success but otherwise they've been unremarkable. You're right. Given their location you'd think they'd be perennial contenders. I admit I otherwise don't know much about the program. Maybe their facilities suck. Maybe the administration doesn't see it as a major priority. Whatever the reason, they fall short of what they should be capable of.
