It is odd but I'm inclined to ascribe it to garden-variety obliviousness and incompetence, which is the usual explanation for these sorts of screw-ups.

I mean, the idea that some Guard pilot would take it on himself to rotor-wash relief supplies, which accomplishes no nefarious purpose whatsoever even if you're of a mind to believe in conspiracies, is too far out there for me to credit.

That said, the shame of it is that we live in a time where such theories can no longer be automatically discounted as they would have been in a more sane world.
