The rules create the guidelines. Again, if the rules were followed to the letter we'd never have an actual play happen. A flag would always be thrown.

It's always going to be "judgment" at the speed in which the game is playedTotally disagree. Teams would adjust, just as they do now to the lack of calls. The probably is that they have now made these calls fuzzy, so "judgment" becomes a large part of the outcome. That invites corruption. The constant bending of the rules has created this situation. Don't bend in the first place and this problem doesn't happen.
I would start at the top at the beginning of a season and show teams what is holding and what is interference. I wrote it down earlier in this thread. It's not complicated.

The Buckeyes have no problem throwing to Smith with 3 defenders blanketing him for an "easy completion" since he, at 6-3, out jumped them for the ball.
