There are a lot of ways the performance of a POTUS and administration can be evaluated/judged. The important idea is to use verifiable information that is easily obtained, consistent with how others have been evaluated, and the data must have enough history to be used in doing trend analyses etc..
Another few points are; not everyone holds the person being evaluated to the same level of esteem, all information/data can be truly considered the responsibility of the POTUS, and there is a 'lag' as to when the new administration and their actions can be said to be meaningful in their influence.
Most, if not all, social policies and actions can be evaluated with numbers. One of the most important ideas is that we are all in this together - treating fellow citizens as enemy is not productive.
