I've requested the report from several agencies but have been rejected on the basis of the Criminal History Records Investigative Act (CHRIA). But then one wonders who at PSU got a hold of the report in 2012 and whether it was legal for them to provide it to the media.

According to Mike Gillum, Eshbach and Rossman alluded to the 1998 incident in June of 2009. That suggests that the AG had the 1998 police report very early on in the investigation and were SITTING ON IT.
Despite his denials of knowledge of the 1998 report, I would be willing to bet that the Centre County DA Mike Madiera provided it to then AG Corbett when the case was transferred in March 2009.
ln September 2010, Jan Murphy of the Patriot News emailed Spanier to find out if he knew anything about a prior criminal investigation of Sandusky. During the questioning of Lisa Powers in July 2013, AG prosecutor Bruce Beemer asked how PSU responded to Murphy's inquiry about the 1998 Investigation. One can surmise that Beemer knew/understood that the AG (Eshbach) leaked the report to Murphy.
Eshbach's motivation at the time was to move the case forward and find more victims, but she was being hamstrung by Corbett.
The Patriot News reported (in November 2011) that Ganim obtained the 1998 police report in early 2011. She was hired in early 2011. How did Ganim acquire it? Likely from Murphy!

Moulton Report mentioned that Fina had some kind of report in his possession in November 2010. Then Leiter and Rossman got the report from the PSU police department in January 2011. I still strongly suspect that some of the confusion about all of this stems from the fact that there was a second, "altered" report. I think that's the one that NBC was given...and if it was "altered" it might not qualify under CHRIA and hence not be illegal to leak. I believe the original report still exists but is impossible for anyone outside of law enforcement to get a hold of.

The Pennsylvania State Police are pursuing an investigation based upon a founded Clinton County Children and Youth Services complaint alleging sexual assault by a Centre county adult male upon a juvenile male with whom he became acquainted through his sponsorship of a· charity for disadvantaged youth. It is believed that other minor males have been similarly assaulted through this connection. The investigation concerns allegations of involuntary deviate sexual intercourse, indecent assault, and corruption of minors in Clinton and Centre counties.
