Not related to here but you asked about the 1998 report on Francofans thread that got deleted.
I've requested the report from several agencies but have been rejected on the basis of the Criminal History Records Investigative Act (CHRIA). But then one wonders who at PSU got a hold of the report in 2012 and whether it was legal for them to provide it to the media.
Appreciate the update and your efforts trying to get it.
I wouldn't assume that PSU leaked the 1998 police report.
According to Mike Gillum, Eshbach and Rossman alluded to the 1998 incident in June of 2009. That suggests that the AG had the 1998 police report very early on in the investigation and were SITTING ON IT.
Despite his denials of knowledge of the 1998 report, I would be willing to bet that the Centre County DA Mike Madiera provided it to then AG Corbett when the case was transferred in March 2009.
ln September 2010, Jan Murphy of the Patriot News emailed Spanier to find out if he knew anything about a prior criminal investigation of Sandusky. During the questioning of Lisa Powers in July 2013, AG prosecutor Bruce Beemer asked how PSU responded to Murphy's inquiry about the 1998 Investigation. One can surmise that Beemer knew/understood that the AG (Eshbach) leaked the report to Murphy.
Eshbach's motivation at the time was to move the case forward and find more victims, but she was being hamstrung by Corbett.
The Patriot News reported (in November 2011) that Ganim obtained the 1998 police report in early 2011. She was hired in early 2011. How did Ganim acquire it? Likely from Murphy!

But why would OAG release the report to NBC then tell me they can't release it to me because of CHRIA? If they did give it to NBC that would be illegal correct?
If the AG gave it to NBC, then it was an illegal leak.
I'm not sure who leaked it to NBC, but Sara Ganim wrote a column about the 1998 report the day BEFORE NBC reported about it. In other words, Ganim knew that story was about to come out.
As for the email leaks -- that was Randy Feathers.

Moulton Report mentioned that Fina had some kind of report in his possession in November 2010. Then Leiter and Rossman got the report from the PSU police department in January 2011. I still strongly suspect that some of the confusion about all of this stems from the fact that there was a second, "altered" report. I think that's the one that NBC was given...and if it was "altered" it might not qualify under CHRIA and hence not be illegal to leak. I believe the original report still exists but is impossible for anyone outside of law enforcement to get a hold of.
NBC News reported it got a complete file but doesn't cite the source.
"NBC News has obtained the complete file on the investigation – the police report and assessments by two psychologists who interviewed the boys -- which provides new details about Sandusky’s behavior. It also could raise fresh questions about how school and local authorities handled his case."
However, NBC didn't mention getting the transcripts of the interviews with BK and V6 -- and alleges to have transcripts of the two stings.

BTW, the Patriot News had the 1998 report before NBC did, so it is possible they provided it to them.
On March 21 and 22nd, the PN ran an "exclusive" and a "Special Report" about the 1998 psych reports.

You won't be contacted. This movie wants nothing to do with facts. It's gonna be another movie just like "JFK"....a load of horsecrap that alot of the public bought hook, line and sinker.
Things like the psychologist reports don't have much to do with Paterno. I'm not optimistic about this film if that's the type of info they're chasing.

Again, why aren't they "chasing down" why the PA DPW's "Indicated Report of Child Sexual Abuse" against TSM in regards to V1 which was ignored and not investigated by the PA OAG despite a request to prosecute the OAG received on 3/3/2009 -- TSM was at Central Mountain High School under the auspice of DPW's Clinton County CYS and even Corbutt's 2009 V1 SWIGJ Application states that the DPW identified TSM as a "rogue charity" likely created by its founder for the criminal fraudulent purpose of sexually predating on vulnerable children (i.e., literally one among several DPW-based "modus operandi" for accessing PA Children through the State) AND that...."It is believed that other minor males have been similarly assaulted through this connection.". Here is the section of Corbutt's 2009 SWIGJ Application (which he didn't even need as the AG to investigate a "rogue", fraudulent charity reported by DPW to the AG) where Corbutt discusses what was handed to him by DPW on 3/3/2009 based on Investigation that DPW initiated on 11/25/2008:
If you're going to write a movie about Corbutt's handling of the "V1 Investigation" handed over to him on 3/3/2009 by DPW with a request to prosecute, shouldn't you start where the story begins and how Corbutt made it all about "PSU" and "PSU Football" via his intentional malfeasance of the V1 Investigation and "bait & switching" of the V1 SWIGJ using pure tyrannous techniques such as fraudulent SWIGJ Reports, fabricated evidence, Prosecutorial Misconduct, Malicious Prosecution Indictments, etc., etc., etc....
I mean if your going to tell the story in a movie shouldn't you start at the true beginning?

I know it is a long shot but Hollywood hates Republicans. If RMB makes a convincing link between TSM and Corbutt which he already has, how much he hated Spanier which he does then the best movie would be a who dun-it....Joe or Corbutt. A dirty Republican Governor pulling strings in the background corrupting the AG and Judiciary to cover his a$$ with kick backs in the form of donations to get elected paints an interesting picture. Run that in parallel with whether there was a conspiracy by CSS and possibly Paterno that does not hold water and leave them guessing in the end would be a good movie.
