You're giving them too much attention with this one.I don't know, could have been an in-joke, Spin. I don't think anybody was worried about the Feds. I mean, we're talking about a low-level bookie...far below Fed radar.
Plus there was a massive amount of sports (especially football) betting going on all over the country. This went on for decades before legalization and rarely was it investigated or prosecuted. Maybe if the larger operations could be traced back to Mafia figures the Feds were pursuing on other grounds but otherwise: no. The government was not gonna expend time, money, and resources on individual bookies...and never did they go after individual bettors.
That said, sure, neither the bookies nor the gamblers advertised themselves. That would have been pointless and dumb.
