They saw the kind of money Freeh was making by doing make believe investigations. Their likely business plan is to get their piece of the pie. Apparently there is a demand for firms which are willing to compromise ethics in exchange for a big payday.

Once again, that was before he got there. This comes up all the time but Noonan was not the PSP commish when that went down. The shenanigans in Thailand were between '02 and '08. Noonan took over in '11. It's hard to keep things in chronological order, I know, but let's keep it factual.
Most likely they will be mining for sweetheart deals on Commonwealth of PA (gubmint) contracts. They have positioned themselves well for that.
For your purposes, you can contact the Dept of General Services to learn more about contracts that have been issued or will be put up for bid. These things are matters of public record. You could, for example, ask to be put on the mailing list for all requests for proposals/bids that involve investigations. Once awarded, you can request a copy of the contract/proposal. (Just throwing this out if you are interested in pursuing.)

Well, we could mention that at least 1 of 2 PSP Troopers lied under oath at Sandusky's trial. That was under Noonan's watch. Was that person or both ever disciplined for lying and or coaching a witness?
I don't do drugs officer, I was just holding them for my friend. Or, that hand gun is not mine officer, I did not shoot anybody, someone just asked me to keep it for them for awhile, but I don't know who he or she was or what he or she looked liked.
I guess that one should just have to believe that every police officer is completely honest and would never tell a lie. Just like every attorney working in the attorney general's office would never include anything false in a grand jury presentment.
