Football Penn State set to hire Ohio State DC Jim Knowles as Defensive Coordinator

You ignore the coaching input. I can't remember one qb who really thrived under James Franklin. One pretty good qb who Franklin was unable to utilize was Will Levis. Ryan Day took Howard over McCord and turned Howard into a very good qb.
Well, first, McCord has a pretty good season at Syracuse with far less talent (and played against far less talent). I'd also add that McSorely was very good. But PSU has never gotten the five star talent that tOSU and UM get. PSU really hasn't had a elite QB since the 90's so it is a challenge to recruit.

Specific to Levis, his problem was that Sean Clifford started over Levis. He was a year older and had a year of experience under his belt before Levis challenged him. CJF chose Clifford and Levis transferred to KY. Sadly, we had no second-team quarterback which probably cost us two games: Iowa (who was highly ranked) and the 9 overtime game vs Illinois. That was also the crazy year we were trapped in Sparty's crappy locker room for many hours with no food or supplies while Sparty feasted. We'd have probably ended with a two loss season (tOSU and UM)
 
So Trace McSorley didn't thrive under JF?
He was a great gamer, but not a great qb. He had decent receivers and it would be interesting to compare his stats to Howards. Howard had 5 or 6 games where he completed 80% of his passes in one year, some against great competition. I would be surprised if McSorley had one. When PSU beat OSU in 16, McSorley was something like 7 for 17, but whenever PSU needed a big play he delivered.

WRs are irrelevant has been your stance, so there's no reason to bring up the quality of Trace's...

He was a great college QB who didn't always have a great supporting cast. They don't give you beauty pageant trophies when you win.
