that OOC schedule does not matter. It should be treated like an exhibition season. Choosing Washington over Penn State proves that fewer losses is the most important factor to the committee.

Yes, just like Penn State. That's the point. Those two things are equal. What is not equal?

PSU was equal or better than Washington in every category but one -- number of losses. Obviously the deciding factor to the committee.
Washington gets double rewards by scheduling a FCS school. No risk of losing and you make all of your offensive and defensive efficiency metrics look much better.
