I don't think the heel touches out and even if it does, there is no way that was conclusive to overturn. This is pac officials protecting the top 10 team.
Just happened in the Pitt game as well. Toe down followed by heel in one motion - out of bounds.
Never seen it called in bounds except for one game.

Crazy thing is that the freaking toe-heel wasn't even reviewed. So wrong but not even "close enough" for the booth to initiate a review for a critical play.
