All the stories say the NCAA "orders" ND to vacate wins

Orders? So will/can ND just decline/refuse this "order"? I thought the NCAA simply strips/vacates wins, no questions asked. Didn't they do that with PSU, FSU, USC, Bama? We're we "ordered" to vacate wins?
