Never heard of a scam, but I do know that it can be a royal PITA. IIRC from someone who is/was a Nielsen viewer is that they contact you by mail first. If you respond, then they phone and they are relentless. When they come to set up equipment they can really mess things up, particularly if your set-up is anything more than a basic TV.
