Bowl selection question

If Penn State should lose to Ohio State and Ohio State goes on to win the Big 10 Championship Game and makes the four-team invitational playoff, does the Big 10 west division champ (say Minnesota at season's end with two losses to Penn State and Ohio State or a three-loss Wisconsin with losses to Illinois and Ohio State twice) go to the Rose Bowl or would a higher-ranked one-loss Penn State go to the Rose Bowl?

If the Big 10 West team goes to the Rose Bowl, and you have a one-loss Penn State (for discussion sake ranked fifth and not chosen for the invitational playoff, where does Penn State likely end up with the Fiesta and Peach Bowls used for the playoff sites. The Cotton Bowl?

They dont have to take the highest ranked available team nor big10 loser but can take any big10 team they want.

Most often that would be one of the above. Hard to imagine a scenario where it wouldn't be.

For lower bowls, usually they are not bound by ranking and so they might take a team that sells tickets vs a higher team that doesn't.

But that's unusual.
 
In the scenario of OSU winning Big10 and going to the CFP and PSU has one loss, there is a good chance all the the rest of the teams will have at least 3 losses.

  • Michigan has 2 now plus a loss to OSU gives them 3
  • Wisconsin has 2 now and even if they don’t lose to Minnesota or Iowa, they’ll take a 3rd loss to OSU in Big10 champ game
  • Iowa has 2 now and even if they don’t lose to Minnesota or Wisconsin, they’ll take a 3rd loss to OSU in Big10 champ game
  • Indiana has 2 now and in the scenario above, PSU would give them 3rd (though they could get that from Michigan as well)
  • Minnesota has zero losses but has to play Iowa, Wisconsin, PSU and a potential Big 10 champ game. They have the only chance to end the season with 2 losses (e.g. lose to PSU, beat the other 2, and then lose in the Big10 champ game).
If there is a one-loss PSU and everyone else has at least two, there is no way they don’t get picked.

If it is a 2 loss PSU vs a 3 loss west division winner, the choice could be closer.
 
If PSU goes 11-1 with a loss to just Ohio State we are 95% likely to go to the Rose Bowl. No way a west team beats OSU in the Big 10 championship and as long as we beat Minnesota all other big 10 teams will have at least two losses.

The Rose Bowl Committee gets to pick which B10 team they want...... at least that’s the way it used to be, unless they modified that very recently.

Right, the Rose still has discretion as to who they take. They aren't locked into the conference championship game loser or next highest rated CFP ranked team like other conferences are. Though to date I don't think the Rose has had to make a difficult choice on who to take.

You are right. The choice has been fairly easy though you have to exclude 2014 and 2017 since the Rose was a playoff site so we are really only talking about 3 Rose Bowls and that isn't much of a sample size. In fact, you could really reduce it down to 2 since the 2018 had both conference champs so there was no consideration needed.

The 2016 season might be the one to look at. USC was ranked #9 in the Dec 4th CFP rankings and Colorado was #10. Both had 3 losses but Colorado had won south division and lost in the Pac 12 championship. USC did beat Colorado in the regular season. The Rose could have taken Colorado as a division winner but went with the higher ranked team (who also won head-to-head matchup).
  • 2014 - 1st year of the CFP - Rose was a playoff site and it got Oregon (as 2 seed) but Ohio State, as a 4 seed was sent to the Sugar Bowl
  • 2015 - Stanford represented Pac12 as conference champ. Michigan State was the Big10 champ and made the playoff. Iowa was selected at 12-1. They were also west division champ and #5 ranked in CFP.
  • 2016 - As we know, UW went to playoff, USC represented Pac12 and were the next highest ranked team in CFP. PSU went as Big10 champ.
  • 2017 - Rose Bowl is a playoff site. No Pac 12 or Big 10 team plays in it.
  • 2018 - OSU and UW are both conference champs and play in Rose Bowl.

If it wasn't the playoffs I wanted the Cotton Bowl......son is dying to see them play!
