Caleb Downs transfers to OSU.

The allowable steps is simply to spend at will and uncontrollably on players to win at football. To hell with anything else. Clearly there are different strategies in place between the two schools and OSU will spend whatever it takes. You make it sound when you say "committed" like it is some kind of work ethic thing or honing your craft better than PSU does or something other than simply money. No, this is just about bring in bags full of cash and give it away to every high 4 star and 5 star player they can grovel to. Straight up buying a super team is what they are doing because their head coach is scared as hell he will lose his job if he doesn't beat Michigan. Obviously PSU will participate in NIL but not with an unlimited budget. I wonder where the OSU school prez is in all of this when the academic chairs start complaining about why they have given $20 million to various football players in the last 2 weeks. They probably don't know. The president probably doesn't either.

Ohio State didn't make the rules and any program is allowed to do what they are doing. As with many things, they are more committed to making it work best for them. It's not their fault others choose not to keep up with them.
The fact people think that there is some unwritten moral code everyone should follow and if they don't follow it they are less than them is just silly.
Maybe Penn State should stop allowing companies to sell the Barkley 26 jerseys, since they're still profiting of his name, image and likeness 7 years later.

Great. They know how to spend money so they are brilliant and committed. Penn State chooses not to spend the entire PA fiscal budget on NIL. In your mind this makes them less committed and inferior. How much money is OSU making off MHJr jerseys?

If you're not using all the resources available to you to achieve a higher level of performance are you working as hard as the guy who is?
Some guys run on a track or in a gym, Walter Payton decided to run hills. The hills are available for everyone to run and helped provide him a higher level of endurance and fitness. He performed better than most. I guess a lot of things come down to what hills your willing to climb. Some people climb the hills to get to the top other climb hills to look over the landscape. Either way, the folks that climb hills get a different view than those who choose not too.
Why is paying a high school kid money for their exceptional athletic skills underhanded? Some might call this capitalism. The NIL money is coming from donor collectives, not PA tax payer budget or the "PA fiscal budget" as you refer to it.
College players have been getting paid for a really long time in tuition and under the table cash, at this point there is simply a cash add and it doesn't have to be under the table. College football players simply got a raise in different form. I don't see the big deal. If you can't keep up and achieve the resources necessary to compete, that's on you.
Some rules would be great, however under the current ones you need to go out and spend money, if you're not willing to do that you are taking a risk of not being able to keep up. It's somewhat like skipping a workout or class. If you don't think you need it to perform better, good for you, take your chances, but the next guy might not be skipping that workout or class and may have an edge on you come test or game time.
Nothing Ohio State is doing is any different than what Penn State or whoever is doing, they are just doing it better, at a higher level. They are working harder at it, finding all the angles, doing all the things to make it work best for themselves.

When you have the opportunity to do something that might be favorable to your overall performance and you choose not to participate or take a half in approach to it because it's new and makes you uncomfortable, you are giving away an edge.
NIL and the portal, as it stands, is an important part of roster building in today's college football. The transfer portal allows for kids who may not fit well into your program to find a new place and for you to fill those spots with players you think can help you.
To me roster building is nearly as important as talent itself. If you don't build a balanced roster, you can't win at a championship level. NIL and the transfer portal allow programs to build their rosters in more effective ways than ever before. You have to use those resources to your competitive advantage. It's a must. You don't have to like it or form a judgement about it. It's here and available. If you don't want to use it for some moral based philosophy on how it should be, you are giving an advantage to those who are.

Do you know why PSU is not spending the same as OSU? No, you don't.

I don't look at spending money hand over fist like you are working harder than the next guy. I look at it differently and Penn State may just have some principles about not going hog wild on NIL. That will hurt them from getting the top players and so be it. There could be other implications they are looking at. Yep, advantage OSU which I hate but I'm willing to live with it. Again, it would be nice to have some rules and guidelines implemented but who knows if that will ever happen.
