To be fair, all program should handle things like this. The NCAA has no power. Why pretend otherwise.

I mean yes they were negotiating but the 4 game suspension thing was just from reports, nothing official.

They are trying to avoid him being suspended for the Texas game next season. They initially proposed a 4 game suspension, which the NCAA didn't accept or deny but instead kicked it down the road demanding further investigation. If they self punish for 3 this year and the NCAA ultimately agrees with the 4 games, they will ask for time served and Harbaugh only misses the Fresno St game in 2024 and is back for their big matchup with the Longhorns.

I don't think they'll do anything in addition to this. Usually self sanctions are sufficient. The whole thing is a joke to be honest.
