In the last 4 seasons, PSU finished better than Michigan 3 times and the only time they didn't, they finished only 1 spot behind.
It's also worth noting that in those same 4 seasons vs Ohio State, Michigan has been nowhere near as close to beating Ohio State as Penn State, with Penn State doing it once. Michigan hasn't broken through.
I post this to point out that currently there is only one team that Penn State is chasing in the Big Ten and that's Ohio State. And looking at the last 4 year's results, the gap isn't as wide as many would like you to think. It's right there to see in the numbers. PSU has edged past Michigan in the Big Ten and I expect will continue to do so with our current coach at the helm. I also suspect that gap will continue to close vs Ohio State and Penn State will break through.
