You CAN, however, pause the clock for situations you mention…though not grayshirt. Greyshirt is the mechanism that is not enrolling in the first year. It’s not even an official thing. Just not enrolled in year one.
Pauses are for Mormon missions, Olympics, pregnancy, military service. But the clock does automatically starts in the second September after graduation.

I am fully confident the new administration will get this one day. Ono is doing his part as well. However, no matter what happens with Ono, NOTHING will compare to Evan Wick.
1. At the time Evan Wick was denied, we were significant underdogs on paper to Iowa. Wick was likely a champ at PSU (Top 3 lock) at a weight we didn't have a qualifier for. Brantt said the exact words Cael used at the time was "It cost us a national championship" and he was right in all likelihood if Iowa didn't suffer some injuries, we 100% needed Wick's points.
2. Evan Wick was a very good student transferring from a Big Ten school (Wisconsin) .... he managed to get into a more selective school admissions wise in Cal Poly. They had MONTHS to work on this with Wick. The reason everyone is skeptical about Ono is yes transferring a student from Japan to the US that already has senior level experience sounds wild. There should have been 0 issues getting Evan Wick into school.
3. This was at a time when Cael felt completely unsupported despite what he's done for the school. While a lot of it was a result of COVID losses (which I'm sure Cael understands better than anyone football comes first), whatever the reasoning it was, Cael didn't absolve Sandy. There were issues in 2017 when he was signing an extension. Bottom line, Cael asked Sandy/Barron for help and nobody lifted a finger to help him.
All of the 3 above basically cumulated in Cael being all set to leave. There were doubts he would even coach the 2021-2022 season. This was followed by NIL issues that almost made RBY portal and 100% cost PSU Nick Suriano. Oklahoma State got word of all of this (word spreads fast in wrestling, people talk) and John Smith himself said he would retire immediately after 2022 and personally recruited Cael to take the job. To say Kraft came in the nick of time is putting it lightly, if Sandy was the AD for even one more year, we lose Cael. I don't care how much people say the Evan Wick story is beating a dead horse, it was the straw that broke the camels back basically.

It could have changed, considering all other eligibility changes that have occurred. There were always exceptions to the clock for tennis, skiing, hockey...and a couple other sports. I suspect even those have changed a lot. Probs a dozen pages in the rule book.I would still be very surprised if this happened, FWIW.
