NCAA revamping transfer guidelines

Sounds like they want to tighten things up. Article only mentions football and basketball, though typically the NCAA addresses all sports when they introduce eligibility-related rule changes.
With the NCAA football-only redshirt rule change of 2018-19 (4 games played, and student-athlete retains redshirt status), the NCAA diverted from the one-size-fits-all eligibility rules too. Agree with tikk, it is a different tact.
 
OK, so let's rewind. Under the new rules would Fields be green lighted for eligibility? Martell? Of course they would. Fields was told someone spoke a racial slur. It wasn't at him, nor was he even there as I understand it. But he heard about it and it was so traumatizing he transferred and gained immediate eligibility. What does the NCAA do? They write the "racial discrimination" excuse into the new rule. It won't change anything. It does better define what the lawyers can write up in their appeal though.

I'll believe it is intended to tighten up things when I see it. I think it is more to get the appeals in the proper structure.
