Joe Willy probably shouldn't be in the HOF. Go look at his stats. My guess if he didn't play in NYC, predict a SB win, and wasn't a media darling he wouldn't be in.

No doubt in the world Namath should be in the HOF. He changed the game and gave the AFL credibility. He had more to do with the NFL succeeding than just about anyone else and he opened the door for athletes to be more than just indentured servants to the owners. The HOF has to be about more than just stats because the game changes. Namath played in a different era where passing was not as prevalent as it is today and the rules for defending the pass were different. Hell, Kerry Collins has more passing yards than both Joe Montana and Johnny Unitas.

And if Montana didn't play in SF he wouldn't have won four Super Bowls. And if Bradshaw didn't have a HOF team around him he would have been average at best. They played where they played and accomplished what they accomplished. I bet many in your top 20 were as much a result of the team they were on as their own abilities.
