Question on non scholarship recruits.

If anyone knows....
We just got a key (IMO) commit by s punter. Not to throw cold water, but sounds like a kid that some program might spend a schollie on, so I got to thinking about what the rules are. Does he sign a LOI? If so, is it binding since no grant is offered? Can he transfer at will?
Just wondering.
