August 6, 2014, Lou Anna Simon was the NCAA Executive Committee Chair that oversaw the discussion and approval of the NCAA resolution on Sexual Violence Prevention.

That resolution includes phrasing that outlined their motivation:
“WHEREAS the U.S. Department of Education Office for Civil Rights has issued guidance related to sexual harassment, bullying and violence against all students under Title IX of the Education Amendments of 1972 (Title IX), 20 U.S.C. §§ 1681 et seq, which applies to all educational activities, including athletics programs, of higher education institutions receiving federal financial assistance and which states that sexual violence includes rape, sexual assault, sexual battery, sexual coercion and gender-based harassment.
Now, Therefore, Be It Resolved, that the Executive Committee recognizes the importance of addressing the abhorrent societal issue of sexual violence, especially when it occurs on our campuses. The Executive Committee acknowledges that it is our members’ collective responsibility to maintain campuses as safe places to learn, live, work and play.”
And this was released just a month after the Title IX investigation into Nassar was closed. MSU is still facing a lot of criticism over that one, and for pretty good reason if news reports are accurate.

If that's the attitude of the NCAA it should be dissolved immediately. Their enforcement efforts, in needed, shouldn't be based on how visible a sport is although it does seem true given how they refuse to punish a blue blood hoops school. I'm sure female gymnasts would be furious to hear the NCAA doesn't think the young women are worth protecting since they participate in an invisible sport.That won't happen. The NCAA will go down 3 roads (and likely only these 3 roads):
(1) show cause penalties for the various guilty individuals.
(2) big fine for the University (similar to our own fine).
(3) something akin to the Athletic Integrity Advisor (George Mitchell) placed at Penn State.
We may not like it, but football is different than gymnastics. To put it bluntly: one sport is VERY visible, the other sport is virtually invisible.
Some sort of visible penalty was necessary for the football program - the general public had no desire to see us playing in the Rose Bowl on 1-January-2013 (as would have happened without any NCAA penalties). We had to made "less visible" for a period of time. Gymnastics is virtually invisible already.
If that's the attitude of the NCAA it should be dissolved immediately. Testimony that wasn't elicited with the announcement of a pool of 93 million dollars to quick come share up.
