No, absolutely not. The Permission-to-Contact letter MUST be in their possession before either the student-athlete OR their parent/guardian talks to another school.
If the rumor is true that Nick is unhappy at PSU and checked into the possibility of Rutgers but does not happen due to not being able to overcome the hurdle of losing a year, how does this affect the chemistry in the room? I would imagine it would be a little awkward amongst his teammates knowing that he is only there because he has to be. On the other hand, if all of this is purely rumor and there was no discussion of going to Rutgers, are his teammates wondering why he hasn't shut these rumors down?

Perhaps not every wrestler posts their every waking thought on social media? Perhaps some wrestlers prefer private communication among their teammates and coaches rather than public proclamations? There are still many trees that fall in the forest that the internet doesn't notice.

As I pointed out earlier in the thread, the last tweet Nick made was after the NJ State tournament in March 2016 and has only made 36 tweets in his entire twitter life. So to say he is not active on social media is something of an understatement.
Since we are talking NCAA rules I believe Rutgers can not discuss with Nick or anybody representing Nick's interests about transfering. At least not without a withdrawal or permission.
That's true. If he already shut this rumor down internally with the coaches and his teammates then I guess the handful of people that claim to be insiders of the program really arent

Just an fyi, nit...I answered too...it's above yours by a couple posts.
One of the rumors out there is the "Spyker" persona was created by the BWI staff back in the day to help drive discussion. It's why you see different posting styles and why he can come and go miraculously with new screen names.
There was a similar rumor regarding FOS staff and the KK character a few years ago.
EDIT: I should clarify that the "rumor" was more of a joke than an actual rumor. IIRC, FOS created a premium version of On The Mats, which some used with the original intent of having KK-free discussion. Ironically, most of the discussion ended up being about KK -- the only difference was that he was not a participant. Anyway, the point is that some of us joked that the mods must have created the KK character as a devious plot to get us wrestling bums to sign up for a pay board to escape him. I imagine some of you remember this.

Note: even though Willie tweeted that Spyker-origin rumor, he said that he had no idea about its veracity.
I personally don't think it's administerially possible for the BWI staff to pull off such a scam.
