It's not "private" if it goes through a server that belongs to the taxpayers and is subject to RTKL and/or data seizure for public investigations.
I sent a much more innocuous one once that went through a University server and some foolish person with a pending lawsuit against that University tried to twist it into something it wasn't.

Already said that. Although it would not have been a document. It would be an electronic record that was printed out and included in the report because the data resided on an OAG server. Wendy must have me on ignore again?
