I think they mean negative optical density. It is related to negative optical index of refraction, a concept which works for acoustic as well as light waves:

I gather that it only deflects active sonar, not passive. So in today world it's basically obsolete since active sonar is rarely used, except in reruns of Voyage to the Bottom of the Sea or late night showings of Run Silent Run Deep.
