Those eastern teams were never NC relative except Pitt for a short time. Remotely relative is being ranked in top 20 on a regular basis. PSU stopped playing Pitt in 92. Up until that point, Pitt was ranked either preseason or during the season in all but two seasons from 1973 to 1991. It took 12 years for Pitt to be ranked again at any time during the season. PSU and Pitt started up again in 1997 for 4 straight years. Shortly thereafter Pitt was ranked again. The only anomaly was 2008 and 2009 when Pitt had a 9 and 10 win season. History disagrees with you.

Pitt does need PSU for recruiting and for money. That is the unassailable truth.
That is, in order for Pitt to recruit at all, they not only have to play PSU, they have to beat PSU. And we all know that is not happening this year or next year.
The good news for Pitt is that within the state, the players that we once were both recruiting should be more wide open for competition moving forward, since we are expanding our footprint and going after higher ranked kids. There should therefore be some good players left over for Pitt. Problem is, Narduzzi can't recruit against anybody, it would appear, let alone JF. We are now not even offering some kids that won't even consider OV's to Pitt. Remember Narduzzi's JR. Day back in the winter? Not a single kid of import showed up. Not one.

Money yes, recruiting no. Even when we were in the depth of our sanctions nothing helped Pitt recruit. All the negative recruiting Narduzzi did against us did not help with any blue chipper. They all left the state for OSU, Michigan and ND. And the dynamic of no blue chipper wanting to go to Pitt, except got one WPIAL kid every few years, hasn't changed.
