Will teams still be limited to a max of 25 signees each year? The portal should lead to a change. Why not just cap it at 85 total and not worry about the yearly number?

Transfer rules haven't changed. Only the means of getting your release have changed.

Not necessarily a bad idea but for now most schools at least pretend to abide by the 25 limit. If there was no annual limit some schools would certainly ramp up their processing of kids who they've given up on. Late blooming players would never have a chance to take advantage of a better strength training program than they had in high school.
