By doing so, I can find numerous things from various sources that indicate a "solar callus" (which I think most people would simply call "a tan") actually increases your long term risk of skin cancer.
Ultimately, like many things these days, it likely comes down to who one believes - organizations like the CDC and the Mayo Clinic or a blog post by some guy I've never heard of.
So, to answer your question, I would say...Yes. Kyle Dake is wrong that a tan or "solar callus" provide protection from skin cancer.

No. Please don’t fall into the trap of sensationalist headlines. The gist of the study is “sunscreen, like many other things we put on our skin, does rise to a level that is detectable in the blood. There’s absolutely no evidence to suggest that this is in any way harmful, but it meets the threshold to continue examining the safety and implications.”
Nothing in that study supports anything Dake says at all. And the news article about it is intentionally misleading and sensationalist.
