The one holding everything up is Lamar. If someone is willing to give him the contract he wants, two first round picks is nothing. Problem is that it's very possible that the only team willing to offer a Deshaun Watsonesque deal is currently locked into Deshaun Watson for the foreseeable future.
If you want something no one is willing to give you, the problem generally isn't everybody else. Maybe the CFL will sign him.
