1) when does USAW need to know if he can go to the Olympics?
2) if he can't compete there, does Vito automatically go?

Yeah, I know: "he's drilling in the room right now!"
 
Yes, america has qualified the spot regardless so Vito would go. Similarly if an athlete got covid they would be replaced with the runner up. So to answer part 1, id say all is fair up until the day they leave for acclimation training. At that point, one could fail a covid test and may need to be replaced.
i mean if you are referring to Gilman in a boot, then i wouldn’t be worried. If it were severe, then we most likely would have heard it by now from USA wrestling. Prolly just a tweak or sprain that they are just taking extra precaution

It couldn't have been too big of deal or he wouldn't have posed for a picture..........like with all injuries, time will tell.

I took the OP's question as using a hypothetical to get an answer some may not know. Gilman in a boot was convenient. PSU_Pride answered the question well.

In related news, the USA has NOT YET QUALIFIED 65kg. With one more opportunity to qualify one of the two remaining spots at the Olympics, the USA will surely send Oliver. It will be a tough tournament, as there are other countries with solid wrestlers that also have not yet earned a spot. The final Olympic Qualifier is May 6-9 in Sofia, Bulgaria. There will be no true 2nd, so only the finalists earn their country a spot.

Wasn’t they guy who decked Zain Canadian? I thought he qualified.
 
Hypothetical question... Can say Russia and India send their guys, even though their already qualified, just to try keep anyone else from qualifying? Or is the Last Chance only for countries that are unqualified?

True, though to be fair, there are a number of American transplants: Micic (Serbia), Gomez (Puerto Rico), Amine (San Marino) all qualified for the Olympics.

Plus others who train full-time in the US: Bekzod (Uzbekistan), Dhesi (Canada).
 
A few weeks ago Seth Petarra over at Intermat previewed the guys Oliver might have to go through. It's a thorough breakdown, of which I'll paste a short snippet. (It's paywalled)

A very credentialed trio of wrestlers will be standing opposite of Oliver in the form of #3 (70) Ilyas Bekbulatov (UZB), #13 Magomedmurad Gadzhiev (POL), and 2016 57 KG Olympic champion Vladimir Khinchegashvili (GEO). Bekbulatov, a 2017 European champion for Russia and 2020 European champion, was the heavy favorite to qualify Uzbekistan at the Asian qualifier, but was chin whipped and pinned by eventual champion Ernazar Akhmataliev of Kyrgyzstan. Two-time world medalist #13 Magomedmurad Gadzhiev (POL) and 2x World/Olympic champion Vladimir Khinchegashvili (GEO) have prestigious resumes with multiple wins over world and Olympic medalists, but failed to qualify at the European Olympic qualifier due to losses to 2020 Individual World Cup champion #2 Vazgen Tevanyan (ARM).
