Big Ten Intraconference Transfer Rule
15.01.5 Intraconference Transfer Rules
  1. Pre-Matriculation. A prospective student-athlete who has signed a tender from a Conference institution and has not yet triggered transfer status per NCAA Bylaw 14.5.2 (conditions affecting transfer status), is subject to the following intraconference transfer requirements:
    1. Signed National Letter of Intent. A prospective student-athlete who signs a valid National Letter of Intent (NLI) with a Conference institution but subsequently enrolls at an alternate Big Ten institution shall be required to complete one (1) full year of residence at the alternate (i.e., certifying) Big Ten institution. These penalties shall be applied regardless of any decision made by the NLI Steering Committee on behalf of the prospective student-athlete.
      1. Exception—Complete Release by Signing Institution. If the Big Ten institution at which the prospective student-athlete originally signed the NLI grants a “Complete Release” from the NLI, the prospect shall be permitted to enroll at any other Conference institution without penalty.
      2. Exception—NLI Declared Null and Void. Should the NLI become null and void prior to the prospective student-athlete’s matriculation, the prospective student- athlete shall be free to enroll at any other Conference institution without penalty.
    2. Signed Tender without National Letter of Intent. A prospective student-athlete that signs a valid tender with a Conference institution but subsequently enrolls at an alternate Big Ten institution shall be required to complete one (1) full academic year of residence at the alternate (i.e., certifying) Big Ten institution.
  2. Post-Matriculation. A student-athlete that has signed a tender from a Conference institution and has triggered transfer status per NCAA Bylaw 14.5.2 (conditions affecting transfer status), may not represent an alternate Big Ten institution in intercollegiate athletics competition until the individual has completed one (1) full academic year of residence at the alternate (i.e., certifying) Big Ten institution.
  3. Pre- and Post-Matriculation Exceptions
    1. Cancellation of Tender due to Inadmissibility. When a prospective student-athlete is inadmissible to the institution for which a tender has been accepted, the tender shall be considered null and void and the intraconference transfer penalty does not apply.
    2. Dropped Sport. When a Conference institution drops the student-athlete’s sport in which the student-athlete has participated, the intraconference penalty does not apply.
    3. Graduate Student. When a student-athlete with remaining eligibility has completed a baccalaureate degree at a Conference institution and subsequently enrolls in a post-baccalaureate program (e.g. graduate or professional school) at an alternate (i.e. certifying) Big Ten institution, the intraconference transfer rule does not apply.
I have one more hypothetical question for you if I may. Say Kerkvliet transfers within the B1G and tOSU doesn't grant a full release. Since Kerkvliet is eligible for an Oly RS this year, would he be able to use a standard RS next season and still have 4 competition years with his new school?
 
It seems as though the NCAA/B1G roll over for most any transfer these days. You just need to come up with a plausible hardship and that will be that.

All he has to do is claim that someone in Columbus called him a bad name and he felt threatened by it. Same way Justin Fields went from Georgia to $OSU in football. The NCAA would not touch that. Also, the Michigan QB rule allows for any QB to transfer to Michigan with no penalty.
 
I would think anyone from tOSU could cite a hardship and get it granted based upon being made to look rediculous.

Everyone knows a black shirt, under a red hooded robe, adorned with absurd giant "O" chain, opens these kids up to endless vicious ridicule and teasing.

Social shaming is more than enough reason to grant a waiver. If not Suriano has the business card of a good lawyer ...

That is exactly what I was referring to.

I don't honestly know his current situation. If he didn't enroll, he still may be able to use deferred enrollment, and delay the clock one year. If the OLY RS is an option, it is counted separately from a traditional RS, so yes, he could use both.
 
FWIW (little to nothing) an unreliable source (tOSU alum and Skull participant) told me TRyan isn't granting the release. That they had discussed, and the main dispute was about wrestling this year (or not)... having / not having surgery also factoring in.

From the source that is 100% not the truth. It is funny how people build their own truth in Columbus.

During his limited freshman campaign, Fields was the subject of a racist comment from Georgia baseball player Adam Sasser. The comment was made during Georgia's win over Tennessee on Sept. 29, which gave the freshman QB and his attorney, Thomas Mars, grounds to make the case that Fields should be able to transfer without an eligibility penalty.

New NCAA transfer guidelines include a provision for undergraduate transfers which states that a player may not have to spend one year-in-residence before taking the field for their new team if "the transfer is due to documented mitigating circumstances that are outside the student-athlete’s control and directly impact the health, safety and well-being of the student-athlete."

Adam Sassar, a baseball player made a racial slur regarding Justin. He wanted Fields in at QB and said put the "******" in, in reference to Fields. Sasser was dismissed from the team. Supposedly, this was not used at all when Fields requested immediate eligibility at tOSU. It probably wasn't. The NCAA has been very liberal granting this status to big name players. It's pretty much become a free agency joke that has led to recruiting by other teams.

There is no way other teams would violate the no contact rule, just like Rutgers never recruited Suriano prior to his release from PSU.;)

If you can remember, about a year and a half ago, this was my biggest concern. Basically, parents and players putting it out there and other coaches recruiting them before entering the portal, especially for big time recruits. Franklin said it's happening a lot in his comments the other day. Just like paying players in the future. You then cannot stop the cash flow, it's nearly impossible.

The NCAA has always had a be strict on student-athletes, look the other way if adults are misbehaving attitude.
If other coaches get caught recruiting other teams' student athletes, first offense 10 year NCAA suspension.
As far as kids making money off of their likeness, I will always be in favor of kids being allowed to make money.

Meanwhile Brock Hoffman, who transferred to VT because his mom had a brain tumor, couldn't get immediate eligibility under the hardship waiver ...

No apologies needed. I would love to see how the NCAA makes these decisions because they don't add up. I give you Fields and Tate Martell.

It is in the fine print of the NCAA bylaws. It clearly states:
