I thought he was off line but Scruggs was nearly as deep (he then pulled).

Has nothing to do with Scruggs - they didn't call illegal formation on Scruggs (Interrior Lineman are required to line up within a yard of LOS or be penalized. Again, that is not what they called.). For Strange to convert himself from a TE to a a Running Back (which is technically what a Flanker / H-Back is), he - Strange - merely has to line up more than 1 yard off the LOS. He clearly was more than a yard off LOS and I believe was a legal formation - a formation where Strange is absolutely an eligible receiver contrary to what they called.

That call made very little sense imho. You have to go with a higher percentage play than that on 3rd-&-1.

Understood, but personally don't mind it in the sense that the most important task of a punt returner is simply to secure the catch. 🤷‍♂️
